I bought a bike on ebay and I lied and said it was legal in California and when I went to see i could not. What I have to do to make it compatible with the emission control laws in California?
Get a smog test, which will tell you that there that change to happen. Check with the DMV to specify what to do if you do not pass the smog test, it also sets limits on the cost of repairs.
